Some supporters of immigration reform, including Rep. Xavier Becerra of California, say that immigration reform would allow us to separate the “good” from the “bad” undocumented immigrants, since everyone that is here to work hard and will submit to a background check will be legalized under reform, while the rest will choose to remain in the shadows because they’re up to no good.
